It always pays to check if the corpse, be it organic or not, to see if they are indeed deceased. But it seems with SOME individuals of hostile intent, are better at Playing Possum than others!
And yes, on Hard mode in Alien Isolation, you can loot the humans's bodies, but as for ammo, you only get ONE BULLET for the revolver. ONE. Even if they could have a full magazine, or only fired three shots, you only get one bullet from them each time.
